The White House has argued that lethal military strikes against alleged drug-trafficking boats in the Caribbean and Eastern Pacific do not rise to the level of “hostilities” that would require authorization from Congress under the War Powers Resolution (WPR).
The administration stated that the WPR, which Congress passed in 1973, applies only when U.S. involvement puts the country in harm’s way at a significant level. According to this interpretation, the strikes in question do not meet that threshold and therefore do not necessitate additional congressional approval.
